Rotation Problem for Annotative Block with Attributes

I am trying to define a simple annotative block that contains an attribute. I need the block to be able to be rotated for a specific annotative scale and have the attribute rotate with it. i.e. for 1:500 I may want 45° for the block and all of its components including the attribute and for 1:1000 I may want 135°

 

The problem is that the block itself rotates fine independently for each annotative scale but the attribute within it does not. What happens is the the attribute rotates to the new rotation for every attribute scale not just the attribute scale in question. As such the attribute is now out of alignment relative to the block for every other attribute scale other than the current one.

 

One solution I have found is to do an ATTSYNC on that block for every other scale and it fixes the attribute rotation for that scale (e.g. if I rotate the blocks for scale "1:x" I need to then do an ATTSYNC for every other annotative scale "1:Y" , "1:z" etc)

 

Is there another way to define the block & the attribute within it so that the attribute rotates independently \ uniquely for each annotative scale without needing at ATTSYNC?

 

I have searched through the forums but can't find an answer to my question.
