rotate does not match ucs

Why does the rotate command not pivot about the Z axis as usual?

that picture is not enough information unfortunetaly. Maybe you can make a screencast to show us what you're doing exactly and post it here so we can see where you're going wrong?

Click a corner of the ViewCube=>View tab=>Free Orbit=>Click and drag while your cursor in 'inside' the green circle.

This was not related to  the 3DROTATE command, but seems like the axis of rotation may have been chosen by the dynamic UCS mode.

@ChicagoLooper can you tell me your method of combining two screenshots?

Use MS Paint. 

 
Paste command…..

a) Grab a screen shot then PASTE or

b) Paste From to paste an image stored in a file

To acquire screen grabs use Snipping tool:
