that picture is not enough information unfortunetaly. Maybe you can make a screencast to show us what you're doing exactly and post it here so we can see where you're going wrong?
Click a corner of the ViewCube=>View tab=>Free Orbit=>Click and drag while your cursor in 'inside' the green circle.

This was not related to the 3DROTATE command, but seems like the axis of rotation may have been chosen by the dynamic UCS mode.
