Rendered Lights Appear Spotty or Starry

Hello,

     When I render any lights, they appear spotty with a Lights & Material Render Accuracy of Draft and starry when I change the setting the High.  Please see the attached images.  The plane is teak, the solid sphere is paint, and the lit globe is frosted glass.  I played around with lighting settings, changing materials, the shapes of lights, using different kinds of lights (including self-illumination), etc.

     I've never had this problem before 2018.  When I render the same scene in AutoCAD 2018 on my laptop, it's fine.

Thank you for your response.  I increased the rendering levels, but it didn't improve the lighting situation.

 

I upgraded the other computer to Windows 10 1709 Fall Creators Update and now it is causing the same problem.  I'm going to chalk it up to the Windows update that Autodesk said is causing problems.
