Region to surface problem

Hello!

First of all, this "problem" is so basic that you will probably laugh at it, but I have searched all youtube vids and forums i can find, and it all seems so easy for everyone else but i cant seem to solve it.

My problem: 

I have made a region, and i want to convert that region to a surface (so i can make it solid). Easy right? 

I can easily convert a pure rectangle to a surface, but all other shapes i cannot do. As you can see on my picture, i want to make a surface on the middle object. The object at the bottom of the picture probably gives you a hint on what i want to do. I tried stuff like convtosurface and all the buttons i can find.

Join the lines and arcs then extrude it or use LOFT, don't use region, it made like that.

Nothing worked on that region for some reason, but when i re-did it and used "Convert to surface" it worked. So i probably must have done something with the original region, not sure what tho.

When you are not sure - you should attach the file here and end all doubt.  Otherwise all is trial and error.
