Rasters causing plotted PDF size to be too big

I have five, 11" x 17" 40-scale plan sheets that have an aerial tiff as an underlay.  This tiff was attached with the "mapiinsert" command and is about 400,000 KB in size.  However, I clipped it via polyline to the approximate extents of my plot.

Using the page setup manager on all five of my layouts, I have set the vector quality and raster image quality in the PDF Options menu to the lowest possible (150 dpi).

However, when plotted, this five page PDF is nearly 50 MB in size and is too large to send over email.

I have tried two different plotters, DWG to PDF and Adobe PDF converter with the same results.

Is there any way to reduce the size of this plotted PDF?

A 2-step process that has helped me with similar pdf file size issues is as follows:

Open your large pdf with Adobe Acrobat, then use: file / save as other / reduced-size pdf, using the most recent file type your version of Acrobat has available in the "make compatible with" selection box, then with the file that results from this "save as" use Acrobat to "print" to a new pdf. Not sure what your e-mail size limit is, but this procedure may get your file size down far enough to work.
