Question about Layers

AutoCAD 2019:

 

Basic question:  Can I control which layer is visible/on top when multiple layers are turned on?

 

I am trying to create overlays for my CAD drawing so that a particular path or state can be represented in the CAD drawing when that layer is selected.  As an example I have a drawing that has everything on the base layer (layer color is white) and I create a new layer (layer color red).  I select/activate the new layer and trace the lines of the base layer.  In some cases the new red lines appear on top and in some cases the white lines sit on top.  I can hover over the line and it will show that a red line is there but I am unable to make it so that it appears on top of the base (white) line.

Does REGENALL fix your issue at the moment you need it to? Give it a try.

Thank you for the suggestion.  I was looking for something like this but was unable to locate it.  I will keep this in mind the next time I have this problem.
