A preceding apostrophe (') can enable certain COMMANDS during the execution of others, such as 'P to pan while selecting objects for the MOVE command. What are these commands known as and is there a complete list?

 

More specifically, could there be a way of running QSELECT while using other commands? An example would be to select all the yellow polylines when running the HATCH command.

Not documented, because it is depenend on the command you are running AND the command you trying to run transparently.

No,

but you can use 'ssx (Expresstools) or 'filter - if it works for your specific situation.

Use other selection-tools, or use QSelect first and start hatch command & use  object selectionmethod P(revious)

They are known as "transparent" commands.  See "Interrupt..." around the middle of >this<.  Whether there's a list of them, I'm not sure, but certainly they are all "adjunct" kinds of things like Zoom, Pan, various settings like Layer -- they would not include object-drafting commands [you can't draw a Circle while in the middle of a Line command], or object-editing commands [you can't interrupt a Move command to Copy something].
