Publishing multi-sheet is creating layers for each page rather than universal file layers

I just updated from 2023 to 2026.

When I published a multi sheet drawing in 2023 it would make the layers universal for all pages (this is preferred for my work). Now in 2026 when I publish a drawing set it will create individual layers for each page result in 100's of layers.

Is there a setting to put this back to how it was?

I uploaded an example of a new file and a file that I had from before updating autocad, both are multi-sheet files.

@codyt8VRMG Not seeing anything like that here with our PUBLISH settings in our own DWG files: what are yours in detail please?

These are the settings I have in Autocad 2026, its worth noting they are identical to the settings I had in 2023 and this is a file that published correctly before updating.

@codyt8VRMG Thanks for the screenshots: still not seeing anything like that in our own files in AutoCAD2026 with those opt-in settings (unless I am missing something).

Are you 100% positive those layers are not present in any of your DWG file(s)? If they are not, share one or more DWG files here for others to test.

@pendean The layers look correct. I attache a screen shot of the layers and copy of the file I have been using as an example.

@pendean I found a solution/work around.

It works correctly when I disable background plotting. Thankfully this doesn't really affect my work flow so I can just move forward with that as the solution.

@codyt8VRMG Good feedback, thanks for sharing your solution: I turned that troublesome feature off many years (decades?) ago and forgot I still do that automatically now 🙂
