I know this is a long shot, but here goes...
Is there any way to turn off the "hover-over" "help" popup in the Publish window? You all know the one; "Contains the list of drawing sheets to be included for publishing. ..." It never fails that it's always over the part of the sheet name that I need to see to reorder the sheets, and it doesn't move/go away unless I completely move off the Publish window.

You may try to uncheck the boxes enabling Plot/Publish in background from OPTIONS command >> Plot and Publish Tab.

If I may ask, how much hovering/loitering do you do that this is even a problem? Perhaps a video of you using it with a populated PUBLISH command might show something no one else over here is considering.
A screenshot of your ABOUT command would help too, as well as confirming your OS please.

I'm not exactly sure what you're looking for in the "About" except maybe version?

Thanks so much for the video too: that's not really as big a challenge as you state, but if you honestly find that too distracting to function, unchecking these boxes ought to do it for you but I haven't used R2018 in forever and it is too old for me to find on a computer over here to test for you
