Problems saving REFRENCE

NormalAfter SavingHi everyone and AutoDesk, I am working on this particular project, I have some lighting elements referenced to my original file, I opened the reference file (in place) as normal in order to do some changes but for some reason (I can't figure out) after saving the changes all block elements in the reference file have been disfigured/scaled up.

Can any one clarify why this is happening ?

You need to change your annotative scale perhaps?

This problem is happening in model space I dont understand how the annotation scale affects the blocks that way, can you clarify

Are you perhaps not aware CANNOSCALE command works in modelspace too? Usage is explained in HELP.
