Zoom All takes in not only drawn objects, but also the drawing limits, which by default have their lower left corner at 0,0.  [In Imperial units the default upper right corner of the limits is 12,9 -- I'm not sure about Metric units, but you can find out by typing LIMITS.]

Try Zoom Extents instead.

I can only assume there's something you missed in deleting.  Make sure all Layers are Thawed and On, and REGENerate.  ERASE, type ALL, then the Remove option and use a Crossing window to select the parts you want to keep, to Remove them from the selection.  That should get rid of whatever tiny far-out thing(s) you have, unless it's part of something you kept, such as a far-away Point that's part of one of your Blocks.
