I can't reset to z axis. I couldn't do it from properties. please help.

If by "reset to z axis" you mean put everything onto the XY plane with Z coordinates of zero, then yes, FLATTEN should help.

 

But you can do it for most things in the Properties palette if you allow it to display information about more items.  Your drawing has a lot of things that are made up of many more objects than necessary -- for example, trees made up of 128 independent Lines and Arcs each, instead of defined into Blocks -- and you may have a low value in the MAXSORT System Variable, which is easily exceeded by the number of objects you select.  [The default value is 1000, and your drawing has almost 235,000 objects.]  Try reading about MAXSORT in Help, and increasing its value.  The maximum value is still much less than the number of objects in the drawing, so you will still need to do it in limited areas, or with limited subsets of things [try SELECTSIMILAR], but you can do it in Properties.
