Pipe cap elipse from block showing up in plot when layer is turned off in viewor

Hey have a wierd one. I have a pipe cap block that I am using on a project. In MY computer only, on MY autoCAD only the elipse part of the block is plotting even after I have turned the layer off in a certain viewport. We have plotted from other pc's and CAD's and it works correctly, I even p[lotted it from Truview on my computer and it works. It is only not working on my AutoCAD. is there is a setting for this somewhere? 
I will attach some pics. the first one will be my plotted pic with the view on the left showing the arcs even though they are off. the next will show the same plot but from a different pc, and the arcs hidden. Not sure if there is a setting gone awry or something.

Hi,

 

if that happen with your workstation only then I would first verify the current version/update, start command _ABOUT and show a screenshot from that dialog so we can see, if your AutoCAD is up-to-date, you can also compare the exact release information with the other workstations.

 

To see if it's your personal AutoCAD profile you can create a new Windows user, login with that account and try to plot this dwg-file again.

 

At least ... try to use a different plotter driver, e.g. "AutoCAD PDF (General Documenation).pc3", same result?

What version of AutoCAD are using?  Can you share the file or a similar one where this is happening so I can examine it?

Alright, So, to answer the product version and update question. I have  N.52.0.0 AutoCAD 2017. 

 

As far as the issue, Here is where I am now. 

The Arc you see in the left view of the "not clean" snip I posted here, is an elipse that was broke in half. It is part of a block, a very simple basic block. Now, The "not clean" image is what is plotting from MY AutoCAD on my PC only. Essentially, in the drawing, I have two view ports. one showing a demo, and the other showing  the construsction. The left view has the layer for the piep cap block frozen in the viewport only. the right side has the demo frozen but the pipe cap not frozen. However, on my pc in my cad just the elipse part of the cap block still plots. Now, if anybody else plots these dwg's from their pc's including me from a different PC it plots correctly, as you can see in the "clean" snip I also posted. I will add, that I can plot these on MY pc from OTHER CAD programs and it works correctly. As in say, truview plots it just fine. 

 

Here is what I have tried. I have redirected my plot settings. Checked all avenues I could think of all the way up too, uninstalling and reinstalling my CAD. Nothing is working. It has to be localized to some arbhitrary setting or something on my PC or in my profile.
