Phantom Lines on one edge of Viewport

Hey Folks,

 

I am running into this challenge that's causing me to tear out what little hair I have left. Running Civil 3D 2021 with all updates. I've got a handful of borders across a few different sheets, in which I have one edge of the viewport plotting in some shade of red. The viewports are simple rectangular ones with no clips, on a non-plotting layer called VPORTS.

 

I've looked through all the settings I can think of and I've searched the forums, but I haven't found another challenge described in quite the way I'm running into. Any ideas would be helpful. Thank you.

DWG file please.

OR... what if you recreated the viewports, does the problem go away?

Bunch of xref and other info on the file that is proprietary client info, so I should not share that.

 

I have deleted the file and recreated from scratch with same TitleBlock I use in other files that have no problem, and this problem persists.

@GallagherSeanF Share only enough to replicate the issue for everyone: no one wants your XREFs or much of anything else not related to the issue, just the layout and viewports and the modelspace content beyond what you've already shown to the world etc.

Hmmmm. When I unloaded the xref to remove the problematic content the phantom lines go away. 

 

Will try to figure out how to post a useful file a little later this evening.
