Is there a way to create a PEDIT button/command in which could be initiated, select a line segment, and press enter to join all of the connected lines together?

Try out PolylineJoin.lsp, with its PJ command, available here.  If you select one object, it joins to it everything contiguous that can be joined into one Polyline.  If you select multiple objects, it joins all possible contiguous groups of them into Polylines.  [One difference from the PEDIT Multiple/Join option is that if there are any Lines or Arcs in the selection that can't be joined to anything else, the latest version there leaves them alone, rather than converting them to single-segment Polylines -- read the discussion in that thread.]

Like how FASTSEL command works? Assuming you installed Express Tools first to get that command.
