Paste as Block issue

Hello,
I am well aware that I can ctrl+shft+c and then ctrl+shft+v to paste as a block and ctrl+c and then ctrl+v to paste normal.
I recently recieved a drawing from someone and when I am in said drawing, not other drawings though, if use ctrl+c and ctrl+v the objects are pasted as a block. It is as if I am pressing ctrl+shft+v even though I am not.
Is there a setting somewhere that changes this? It is very discerning as I use ctrl+v often and now am making lots of blocks.
In the attached imageyou can see I selectd the circles that are not a block, but after using crtl+v to paste them they are a block with a defined base point. It is however a generic base point as it is the lower left corner of the block.
