partial xref shifting

So I have one xref in my drawing consisting of an aerial with some striping drawn on top of it. everything looks good in model space but when I go to paper space and create a viewport and zoom in on said xref, the striping is shifted over. if I zoom in one mouse wheel click, it's shifted to the left. zoom in one more and its shifted maybe to the complete opposite side or the same side but a greater distance. in other words it's almost like it's a random distance and side. if I print the viewport everything prints right where I drew it. I'm using vanilla 2017 AutoCAD. I thought it was a graphics card issue because this computer has a stock graphics card but once replaced it did no good. I'll attach some pics to let you guys see what's going on. I've ran into some weird stuff over the last ten years but nothing like this.

Would you please attach this CAD file and the xref to test it in our PC?

Images can cause small graphics issues during zoom/pan operations.  After zooming do a regen and it *should* snap back into place.

Type:

RE     (regen)

REA   (regen all)

That's the first thing I tried. It did not work.

Sure let me trim the aerial. I don't think it will let me upload a 64 Gb aerial.

So my employer is not comfortable with me uploading files. I know it is ridiculous but I think I solved the problem. I drew a random polyline to my striping just to give me a visual reference point. my theory was since the line is actually in the drawing and the striping/aerial is referenced in, only one will shift when I zoom in while in paperspace. Well neither the striping nor the line shifted but surprisingly the aerial did shift. At this point I thought I would just block out the striping and start over and see what happened. Well that worked. As I have had happen over the years, I think that there was just something wrong with the file. I would like to thank you guys for at least trying to help me. Next time I will just take the files home and upload them since there is nothing really in any of these drawings which needs to be kept secret. it's just an aerial and some lines. Thanks again.
