Partial open options dialog box not appearing

Hey all, I see a few posts about this, but no solution.  When I try to use partial open, I select partial open from this list next to the open button:

Supposedly a dialog box with the partial open options should open at this point, but it never happens.  The drawing just opens.  I saw one person say that the presence of AEC objects in the drawing might cause this, but I tried it on a drawing where there were no aec objects, nor in any of the xrefs, and same thing, it just opens.  Filedia is set to 1.

 

All I want to do is open drawings without loading the xrefs.  Does anybody know what is causing this option box to be bypassed, or another way to open without xrefs?  The files I'm trying to open are not corrupted or anything like that, I just need to see what is in the drawing that's not an xref, and they open much faster if all the xrefs don't have to load.  Renaming folders, moving files around or disconnecting from the network are workarounds that would take longer than just opening the file and unloading the xrefs, so I'm not interested in that type of solution.

Thanks so much Pendean, I hadn't come across that one, and it explains it well.  Since the drawings I want to open are from a third party, opening them without the xrefs with partial open in just not an option.  I'm curious if anyone could answer this for me: when it does work, does it load the xrefs anyway, then unload them once open, or do they never load?  If it's the former, it wouldn't be a time saver anyway.  Thanks again!
