Partial Arc Length Dimensions and Dimensions Panel [2016]

Currently working on a drawing with bend L-beams and i wanted to grab some dimension of the Arc Length and some Partial Arc Lengths, but the dimensions extension lines will not place themselves perpendicular to the arc. Is there a way to resolve this?

 

My further Issue is with the Dimensions Panel in which I've selected a Layer to be used by all Dimensions made. Yet any Dimensions made with Linear Dimensions and other Dimensions in that drop-down menu will remain in Layer 0 when made. Is there a way to address this Issue?

What Dimensioning command are you using?  DIMARC puts the extension lines perpendicular to the Arc, but it seems to be an independent command, not available as an option in the DIM command.

 

On the Layer option, that seems to apply only to Dimensions drawn with the DIM command specifically [icon to the left of the Layer slot], not to the dedicated-variety commands like DIMLINEAR.  For a linear Dimension like what you would get with the DIMLINEAR command, but that "obeys" that Layer choice, you can select an object with Osnap off if a single object is appropriate, or go from point to point with Osnap, and then drag the dimension line in various directions to get the DIMLINEAR horizontal/vertical type or the DIMALIGNED type.  The other varieties [angular, ordinate, etc.] are either options in DIM or other options appear depending on what you pick [Radius or Angular for an Arc or Circle, etc.].

Im using the DIMARC command from the Dimensions Panel to dimension the arc and its extension lines don't seem to be perpendicular to the arc itself.

 

Furthermore, why give the option in the Panel to choose a Layer if not all the DIM commands programmed into that Panel obey the Layer that is selected?

That is the way arc length is dimensioned according to ANSI Y14.5-2009, so AutoDesk is following that standard.

 

For layers you can use layerdirector.lsp from lee-mac.com.  Takes a little editing on your part but worth it.

I must have tested it on Arcs of greater sweep before -- it seems to be dependent on the included angle, and 90 degrees seems to be the transition point:
