Parameters Manager Box Does Not Appear

I'm working on chapter 10 of the textbook (Blocks, Attributes, and External References). On the section "Adding Constraints To Dynamic Blocks" I'm instructed to pick the Parameters Manager tool from the Manage panel on the Block Editor contextual tab of the ribbon. I pick the Parameters Manager tool, it turns blue but the Parameters Manager does not appear on my screen. Where is it at and how can I find it? What's going on? Please help. Thank you.

Now this post is more clear than your previous one and we always prefer just to open one post for one issue, not as you did.. 😉

any way.. Parameters Manager controls the associative parameters used in the Block Editor.In the Block Editor, the Parameters Manager displays a consolidated view of all parameters and user-defined properties for the block definition.

so you have to add some parameters that you want to use from Parameter tab then you can see and treat with parameter dialog.
