Paperspace Layout Annotation Scale

What determines the annotation scale associated with a paperspace layout?  Is there some way to change the value?

 

FYI: I'm not refering to the annotation scale of a viewport in paperspace.  To see the value activate a PS layout and with no objects selected view the properties. Under the "Misc" section you will see the annotation scale but it is grayed out.

I agree with that statement.  My question has to do with the value associated/stored for each paperspace layout.

since there's no way to change that for Paperspace AFAIK, i would suspect that the value of 1 in Layouts is hardwired into the program.  so no setting or vaules saved anywhere.

Let's say I have a drawing scale (aka annotation scale) called Don_1:1 and another called Ted_1:1.  Both are set to 1 paper unit equals 1 drawing unit.  I now have two different drawing scales at 1:1.  Since paperspace is always 1:1, we now have two annotation scales that can be associated with a PS layout. How is it determined which is used when creating a paperspace layout? More importantly how can the value be changed after the fact?

 

Edit: I just realized this thread is posted in drafting techniques.  I thought I had posted in the Civil 3D general discussion forum. So this may be specific to Civil 3D and may not apply to vanilla autocad.
