OLE Text Size scaling

when I copy/paste in an excel table as an OLE the text size will not scale correctly.

18 font is supposed to be .25" it will not import as that, and any known point to inches conversion I know of, also imports incorrect

I am not sure how to get the text to match the scale of the other text in my drawing.

i have tried to use datalink, but the issue is I want the DWG to be self contained and not be tied to another file directly if i can help it.

I've tried scaling it with that after the fact earlier, and it doesn't match the specified text height for some reason.

Seems to be different in HELP

if i do that, with the text height i need as shown, it will not be to scale is my issue, its like it makes up the scale.
