Offset a line/polyline/arc by a variable distance

I am working on a road project.  In one area the edge of the curbing tapers from the face of the curb to the pavement.  Is there a way to offset the face line so that it automatically calculates the taper if I know where the start and end of the taper are?

Are you using plain AutoCAD? or Civil3d?
