Drawing objects do not display in the model space while objects showing in paper space (viewport)  

When viewing a layout (viewport/paper space) in AutoCAD, some elements shown in paper space but do not display within a model space. see the attached drawing & screenshots.

You are not in Plan view in paper space [you can tell from the crosshairs], and those elements are hundreds of meters away from the other things vertically:

If you change to Plan view in the Viewport, it will look more like Model space.  And in Model space, those objects are there, but appear over different locations relative to other objects, because of the view angle.

But I suggest you investigate much more than that -- there are huge differences in elevation between things that should probably be at the same elevation.
