move blocks

Hi, I am new to CAD and self learning. I developed a layout based on a drawing and I want to place my block in a particular place in reference to the wall of the layout. How do I move a block to a specified place, like 2',8' from corner wall? Using ruler?

See Help about entering >relative coordinates< [their example uses a Line command, but you can use the same in a Move command to relocate a Block that you have Inserted at the corner].
