Move an xref-d PDF around underneath the linework

Is there any way to select and move a ref'd PDF around, while keeping it to the back of the drawing?  As soon as I select it, it jumps to the top.  Basically, I'm trying to put an image of an old, hand-drawn plan under a current (.dwg) survey plan.  I'm trying to align and scale the pdf with the dwg.

REGENALL command should fix your display hiccup after you move it: if not, DRAWORDER command exists to also address your issue.

If you are trying to use the move to position it better, move everything else EXCEPT the PDF is the way to do that. Then move EVERYTHING back: so have a reliable basepoint that never shifts.
