How do I change the different zoom in and out rates (or percentage) based on the mouse wheel forward and reverse movements?
Eg.
1 forward push of the mouse wheel zooms in 15% and 1 reverse pull zooms out 10%.
I find this feature REALLY USEFUL!
I have this feature in my old AutoCAD 2005 but I can't seem to find the menu/settings.
I'm using AutoCAD 2019 now.
Have searched Google/Youtube and all solutions leads to ZOOMFACTOR which doesn't have this feature.
....or is it from Windows settings?

try to set setting ZOOMFACTOR in your autocad command.
You must have had a 3rd party program. That has never been a feature in AutoCAD, AFAIK.
@ennujozlagam is correct. Setting the ZOOMFACTOR will give you the result you want. Values range from 3 to 100.
A value of 10 will increase the zoom by 10% when scrolling up one step. A value of 100 will increase the zoom by 100% (i.e. double the zoom).
EDIT: corrected the low value from 10 to 3.
Neither of you understood the very clearly worded question which stated that zoomfactor was not the setting they want. The OP wants two zoom factors. One for zooming in and another for zooming out.
To me it wasn't worded that clearly. I read it that @Anonymous wanted to be able to set different zoom rates for zooming in and out. Had the word "separate" been used, I would have understood it the same way you did.
I just assumed that @Anonymous understood that when you zoomed in a particular percentage factor, you would have to zoom out at a smaller percentage factor to return to exactly previous zoom. For 100% zoom in, you'd zoom out 50%. For zoom in 15%, you'd have to zoom out 13% - not quite 10%, but perhaps he didn't want to calculate the exact figure - hence it was presented as an example.
But if @Anonymous wants a separate setting each for the zoom in factor and for the zoom out factor, then I concede that AutoCAD does not provide them.
EDIT: I also thought it was possible that the OP may not have applied the ZOOMFACTOR setting properly. It can happen from time to time.

Yes, I remember this behavior. Many users found that they could scroll in and out to ratchet zooming in at a slower rate, which they considered to be a useful feature. Many more users submitted bug reports that zooming with the mouse wheel was broken, which is why we changed it.
But, as was previously suggested, you can change the ZOOMFACTOR system variable (perhaps even creating button macros to control fast and slow zooming with the mouse wheel). It’s also possible is to create a macro that uses ZOOM .95XP that zooms out by 5% each time to press a custom button or assigned key.

A couple of ideas that occur to me right away include:
- Introducing a new system variable that separates the zoom in rate from the zoom out rate.
- Enabling the Alt key to halve the zoom factor for finer control.
Maybe you have some even better ideas for efficient control of zooming.

It was also one of my favorite ways of cropping views back with autocad 2005 and earlier versions.
