Message when trying to import layers from other drawing

When I select my drawing that I want the layers from in the layer properties manager, it tells me that the drawing has no layer states. To me this makes no sense, because when I look in the drawing there are indeed multiple layers.

Layer States are Different from layers.

Layer States are "States" of configurations of the the Layers. In other words if you wanted to have only certain layers on that contained a certain block you can save that as a layer state. Then when you turn on all the other layers and you want to get back just the block layer again you can recall the layer state. This is different than looking at and manipulating layers generally.
