LOFT-ing 2 sections does not creat a water proof surface

I am trying to loft 2 sections , the surface is created in stead of a 3D SOLID

to convert it to 3d solid SURFSCULPT says

 

_SURFSCULPT Mesh conversion set to: Smooth and optimized.

Select surfaces or solids to sculpt into a solid: 1 found

Select surfaces or solids to sculpt into a solid:

Modeling Operation Error:
Error Code Number is 105001

Solid creation failed, no watertight volume detected.

 

How to get a water proof surface

When you use LOFT it has 2 options, surface or solid.

There seemed to be an issue with using regions as sections. Just a guess that your regions weren't created from a closed polyline.  I used polylines because I can then determine if it's closed or not through the properties palette.

I made polylines by selecting each vertex in the screencast just to assure myself the first time that there would be no additional segments and if you notice I use the close feature to end my polyline command.  I went back through a second time and converted your regions to polylines and it lofted without any issues.  See <screencast>  and attached dwg.
