Locking Layer where it can't be selected

I am using 2016 AutoCad. I remember in previous versions where if you lock a layer(such as a x-ref background), that you can't select that background while it is locked. For some reason, now I can't do that anymore. My background is locked but I can still select it. I know it won't move, but it is a pain in the butt to look at. Is there an option, where it won't select the locked layer?

Change SELECTIONEFFECT to 0.

Hi, 

 

the entity is still selected (see properties Window), this only turns off the colored "glare" effect. Anyway, this is not a command also, but a Systemvariable, and it IS documented in the help system of Autocad 2016. 🙂
