Locked Layers not displaying

I have a DWG with an XREF on a locked layer. For some reason in a specific DWG the XREFs on the locked layer do not display. The odd part is that this issue only seems to occur for one coworker. He is able to select the XREF and it displays in a plot preview, but in model space it shows as turned off. However, when someone else opens that same DWG it behaves normally. That tells me that it's not a DWG setting, but more likely a system variable. Has anyone run into this? Our settings all appear to be set the same.

Not displaying at all, or just very close to not visible?  Look into both the XDWGFADECTL and LAYLOCKFADECTL System Variables, which affect that, and are saved in the Registry so they would be computer- rather than drawing-based.

Thanks Kent, but we tried those and our settings were the same on both PCs. LAYLOCKFADECTL and XDWGFADECTL were both set to 50, yet the XREF was not showing up at all.

@tswartzfager since none of us have your issues with our own files, you'll need to provide much more detail please: it might be time to start sharing actual DWG files, a video or series of screenshots of your entire AutoCAD program with LAYER and XREF palettes open showing us what you see, plus screenshots of your ABOUT and GRAPHICSCONFIG command pop-ups just to get things started.
