Loading Block from Tool Palette Sloooow

We've been noticing when attempting to load blocks from our Tool Palette that it is frequently stalling out. we click a block and autocad freezes then the block appears already placed randomly at times. anyone else come across an issue like this?

How are the blocks managed. Are they in a single file by them selves or is your library one big drawing? if its one big file try separating them out. 

is it a network resource?

if its a network resource, recreate the tool palette locally (on your computer) and see if its a network issue. 

How was the tool palette created?

were these properly sourced from a library or are these blocks stored in an older working file that has been compressed etc.

Looks as if they are all created under one file. Some of them load right away, while others take more time to load.

Are the slow ones the same slow ones every time or is it random when they are slow and fast?

If the same ones are slow every time if you insert the slow block into a new drawing file with nothing in it, does it create a large file size?

Seems to be at random, Sometimes they work great and sometimes they're slow. UPDATE: We found out that within the file, somehow  everyone had 3 file references image attached that autocad was searching for and not able to locate. after detaching those files and saving, everything is running smoothly now. we recently just switched from 2015 to 2018.
