LISP Routine for sizing running tracks.

I am a landscape architect working on a running track / athletic field improvement project that is experiencing some tight constraints. Is there a lisp which allows me to push/pull the length and width of a closed polyline while still maintaining it's length?
Eg: One lap around the track is 400m so I want to lock that in, so if I made it wider along the x axis it would shorten the y axis and vise versa. That will permit me to size it perfectly for the site. I don't want to keep guessing... that's not an efficient use of my time.
