line types adopting properties from adjacent objects

So I am working at this new company and I notice that some of there lines are acting weird.  For instance the line scale is set to 0.25 and dashed.  the Drawings lts is set to 0.25. and yet one of the lines is miss behaving.  Its settings in properties is identical to any other line but the display of that line is 1/8 all the others.  I will post a vid threw youtube.  

 

So I just delete it and replace with a new line, no big deal.  But today its is happening again and this time I figure out how to make it happen reliably.  You will see in the vid.  

 

Basically, I have a line with dashed line type.  scale is 0.25, but when I stretch that line to intersect with this polygon the display of that line changes.  I try to change the line type style and the effect persists.  then I slide that line up to touch a second object and instantly the behavior goes away.  

Can anyone tell me what is going on?

The object you snapped to or the object you dragged has a z value other than 0. Select the line you dragged and look at the properties palette again. The start z value is 5 3/32. You need to change it to 0 or change the end z to 5 3/32 for the linetype to look correct.  You can set the OSNAPZ variable to 1 to keep that from happening if you like.
