Line type scale

I have created a line type that includes text, however I cannot get the text to show as the size I want it. If I select the line and go to properties > line type scale I can only change the scale to 0.1 to get the text to show and it is not at the correct size. If I change the scale to anything other than 0.1 the text does not show 

 

 If I go to Line Type Manager and change the Global and Current scale factors I can get the text to the height I want it but this changes the Global/Current scale for every line type in the drawing. Is there anyway round this?

Check to see if the text height within the STYLE command has a fixed height (it should be set to zero)

yeah fixed height it set to zero
