All,

Is there anything out there that when I place a 2 point line it follows up with a display to enter text that will show up above the line, and parallel to the line angle? Ideally I Would like to have something like this where I Can enter a Road name above the line and possibly how many rows beneath the line. Is this achievable or out there already? Hello @Kyle.Pederson

Have you tried to make an aligned justification?

(Command "_.Text" "_Justify" "_Align")

For the text-above-the-midpoint aspect, see LengthAtMidpoint.lsp with its LMP command, available >here<.  It puts Text showing the length in that relationship to path objects of any kind, but could be pared down to apply only to a Line, the drawing of which could be incorporated into the routine, and could be adjusted to ask for the text content(s) instead of calculating that for itself.  The below-the-Line part(s) could likewise be added, allowing for however many lines of that you would need.  Does that sound like what you're looking for?
