I believe that what you are asking refers to the assigned Layer Color appearing opposite in the Layers Panel of the Ribbon from what is shown in the Layer Properties Manager.
I've never seen this behavior so I am interested in how it occurs. Be aware that "White" as a set color in AutoCAD Model Space is actually Black in Paper Space (you likely know this). I thought the problem may have been due to you working in a maximized viewport from Paper Space but I tried that and did not get the behavior you show in your screen capture.
I also looked in the settings for the Layer Properties Manager, which @Patchy recommended, but the settings he showed are not present in my 2019 ACAD. Also, he displayed the CLASSICLAYER dialog box. Regardless of the modern LPM or the legacy LPM, the settings dialog is the same and does not appear as he showed.
Question remains... why is color on Layers Panel list opposite from LPM?
I'll keep poking around.
