Layers and Properties ribbon not showing correctly in autocad 2016

This is Autocad 2016 it is not showing the layers and properties of the line types.

This is Autocad 2014 and it is showing the layers and properties of the line types.

My Question is how do I adjust the settings in the 2016 so that it represents the 2014?

Pull that panel off the Ribbon, does the content suddenly appear?
Or did you invoke the MIGRATION option when you started 2016 and it's now trying to run the 2014 menu unsuccessfully? Then RESET AutoCAD 2016 to fix it http://knowledge.autodesk.com/support/autocad/troubleshooting/caas/sfdcarticles/sfdcarticles/How-to-...
