*UPDATE*
Problem solved: Apparently every time I had previously tried to drag the drop-down menu down to show everything at once (as pictured below), I never managed to drag it to the right at all. Grabbing the 3 dots in the bottom-right corner and dragging it a bit to the right made all of the invisible layer states show up on the drop-down....guess I need to make the layer state names shorter.
I teach AutoCAD, and have several students across multiple semesters who have had the following issue:

What they should see (Left) vs. What they actually see (Right)
This issue seems to randomly affect students, but for those for whom it is a problem it is consistent.
If I open their file on any of the various devices I use or own, the problem goes away.
If those who cannot see them in the pictured drop-down open the actual Layer State Manager, all of the Layer States are present and can be restored.
It has to be either a setting they have unintentionally changed or something off about their install. Students have in the past tried to uninstall and reinstall ACAD and to the best of my knowledge it never resolved. It also has happened to students in a different class who were using other verticals such as ACA 2024/2025
The layer states still exist in the LSM, and can be restored, edited, etc. from the LSM, but the dropdown within the Home ribbon tab > Layer panel > expanded options, this is what they see.
*EDITS*
per requests I've attached a copy of the student template as downloaded from the LMS that all of the students have access to, and the copy of a student's file which I know was not displaying them correctly (observed in classroom). The only edit I made to the file was to remove PII of the student (required by my institution).
