When I open the layer manager, which always opens, and apply a function, most of the time, whatever I set in the manager will NOT apply to the relating drawing. So, I had to create a CLASSICLAYER icon on my screen since about 80% of the time, that's what I use. The CLASSICLAYER is very time consuming dealing with lots of drawings, where I will have to always click the OK button after every function.
For me, I noticed the Layer Manager issue since AutoCAD 2018. I went through 2019 and 2023, and decided to upgrade to 2023 and still the same issue.
My co-worker (AutoCAD 2023) has similar issue with his Layer manager that when he click on the XREF tree, the list of XREFs in the drawing will not show, but will show the main Layer Manager tree at the top.
I have been Googling to find a similar solution. I am desperate especially now that we are very busy at the office.

if you can do a screencast showing when Layer manager fails would be best
you do not have the latest updates installed on your AutoCAD 2023

I'm using a web browser to see the entire thread which shows all previous messages.
But if you want to include a message from a previous reply, you'll have to do a copy & paste into your reply message like what I'm doing below:

I also use a web browser (Firefox). I copied and pasted but it did not show like the attached image you from your "Message 2 of 7". 😫

I downloaded the update, and it needed to restart my office PC since I am remoting from home. I will test it our later when I log back to the office. However, since my issue is temperamental, after update, after using it a few times, I will report back to let you know the outcome of the update. At the mean time. I just sent my co-worker a message to do an update to see if it will solve his Layer Manager issue. I will also have to update my home installation of AutoCAD 2023.
I really appreciate your time in helping me on my AutoCAD issues. I will have to do a handful of tests on both my home and my office's (by remote connection) installations, before I would know if the update fixed it. The test might take me another day to do.

you may want to do all the tests on your home computer first after installing the updates, because the problem could also be caused by having a remote connection into your office computer.

Actually, it happens all the time when I am in the office.

Till now, I have ONLY being using the LAYERMANAGER, have not used the CLASSICLAYER since installing the update 1.2. Thank you so much for your help.

Am back again. This whole week my Layer Manager gets temperamental again, so I have to use the Classic Manager instead, most of the time. Please see attached video.

I think when it happens, I'll reset AutoCAD to installation default. If it does not happen, I might suspect my configurations and my macros from years back.
Same way, sometimes my cross hair and command window resorts to AutoCAD default, in which case, I have to once in a while change them.

Same problem here, Civil 3D 2023.
The issue appears once I go in viewport modus.
Closing and reopening the layer manager solves the problem until I exit and enter viewport modus again.
