how to select only one layer and turn off all others?

In addition to Imad's suggestion,
If a viewport is set up with the correct layer state,
commands VPMAX and VPMIN will allow one to
"go inside" to do any editing. One is free to pan
and zoom without loosing the viewport scale and
position relative to the model space. No need to
lock the viewport for this suggested method.

First suggestion, I recommend freezing a layer rather than turning it "off".  A frozen layer is more off than an "off" layer. For example, objects that exist on off layers will be selected when you respond "all" to the prompt "select objects" whereas objects on frozen layers will not be selected.

 

To freeze all layers except the current layer try:

-layer [Enter]

f [Enter]

* [Enter]

so frozen layers can also be turned off? so i should first freeze and then turn off and otherwise i may select things on a layer or 200 layers that i do not even see?

Freezing a layer is sufficient. If a layer is frozen you do not need to turn it off.  Objects on a frozen layer cannot be seen or edited.
