I will test this for you right now & let you know how it goes, but in the meantime...please read the information provided.
I have copied the release notes for this update below, the differences are highlighted in blue.
What option did you use to install the update #1 or #2?
"You must have administrative privileges on your Microsoft® Windows® operating system to complete the installation process. Note that the Microsoft .NET Framework 4.6 for Windows (or a higher version) must be installed prior to applying this Hotfix.
Option 1: Preferred
Install the Hotfix for your product using the Autodesk Desktop App.
Note: The Hotfix installer will automatically install all previously released Updates and service packs on your computer.
Option 2:
Note: You will need to install all available Updates and service packs for your selected release version (2017, 2018, or 2019) prior to applying this Hotfix.
Download the correct Hotfix for your application from the Accounts portal to a location on your local computer (the AutoCAD Hotfix can be applied to AutoCAD-based vertical products and specialized toolsets)."

The AutoCAD 2019.1.2 needs to have been installed at some point this update includes all the updates previously released for AutoCAD 2019.
Then, the AutoCAD 2019.1.2 Combo Security Hotfix should be installed.
