join lines togheter and create 3d surface

i want to join this line togheter and create a 3d surface but surface network not work for this

please help me to solve this problem

A network surface requires sets of lines/edges in 2 directions, for example one set in the x direction, and one set in the y direction. So you can't convert all your lines at once because they all have different general directions. But your total surface is built from rectangles so you can turn each rectangle into a network surface on its own.

Once you have created the individual surfaces you can use the UNION command to join them.

For 3D objects like 3D solids, surfaces and regions you can use the Boolean commands.

The boolean commands are:
UNION
SUBTRACT
INTERSECT

i vant to loft botom surface to uper surface but some of my edges are created from lines that are in another direction and loft command not wort to them

how can i solve this problem?

This is the part giving you problems,

You can try to recreate the edges with 3D polylines and then use the network surface feature to try an path all the edges in between. When you've done so you can use the SURFSCULPT command to turn it into a solid.
