Is it possible to generate a main dictionary (.dct) file?

I managed to successfully create a .cus file for Romanian. However, this file (or at least the way AutoCAD accesses it) seems to be designed for a rather short word list. I am saying this because my .cus file with 180 000+ words causes AutoCAD to freeze for tens of seconds whenever I add words to it or try to open it via the SPELL -> 'Dictionaries' window.
Is there a way to convert my .cus file into a .dct (or generate one from scratch) so that I end up with two dictionaries, a 'constant'/non-editable one (as the .dct files are meant to be) and a custom/editable one (a .cus)?
I am attaching my .cus file for testing purposes. I am using AutoCAD 2016 on an i5 Dell laptop with 8 GB of memory (if relevant for the freezing mentioned above).
