Inserting sample block from Tool Palette error

I am using localized (PL) version of AutoCAD. I think this issue appeared in version 2018 and it's still unfixed. I tried it with ENG version - works fine, so problem is  with localized versions only, or maybe just with PL version. 

So when I am inserting block from Tool Palette I get error "Source drawing not found". AKN has a solution for this:

Source drawing not found AKN solution 

But in my case it doesn't work. 

All blocks definitions from Tool Palette points to proper files. It doesn't work 'out of a box' so I has no opportunity to mess with files or so. I was following the solution with no results. The only way to fix it is to open all the sample files and manualy replace all the blocks on the all Tool Palettes. Or maybe someone has found some more effective solution?
