“Cannot save back changes because objects
in the working set reference objects outside
of the working set. The Refedit session is
still active. Press F2 after dismissing the
dialog to see the list of missing references.”

F2 result below :-
** Object reference missing: AcDbLine, to AcDbDimAssoc.

Work around to save edited reference :

1 - draw a rectangle any size away from the work area and dimension it.
2 - select all the objects in the reference edit work area except for the
drawn rectangle and dimension, Remove from the working set, transfer
objects from the REFEDIT working set to host drawing, using the REFSET
COMMAND.
3 - NOW SAVE THE REFERENCE EDIT TO EXIT EDIT SESSION

See the highlighted solutions here for things to try https://knowledge.autodesk.com/support/autocad/troubleshooting/caas/sfdcarticles/sfdcarticles/Cannot....

Have you considered using XOPEN to edit the xref as a separate open file instead?

The highlighted solution did not work for my error as there was not zombie objects in my reference. I was editing in place a block I created in my drawing file, it was not an xref, hence xopen can not be used.

@jalarchdesigns Thanks or the info: try using BEDIT command on that block for an alternative to REFEDIT. See if anything unusual crops up there too.
