How to scale a unitless source file to feet and inches in target file?

I'm trying to insert a drawing that is unitless into a template that is in feet and inches and cannot figure out how to get the source file to scale appropriately. For example, I know that the unitless drawing's 16.9 units for a line segment is actually 16.9 feet (because the person who generated the source drawing has confirmed). So, the unitless file is actually drawn assuming feet. I've tired messing around with UNITS in source file, INSUNITS in target file, and DWGUNITS settings. Feeling like the answer is right in front of me and I'm just blind! What is the best way to handle this? Thanks so much.

set the source and the host files units insertion scale to feet

now insert the source in.

The solution ended up being setting insertion scale units as follows:

  • source set to feet
  •  target set to inches
