Hi,
this drawing is not an AutoCAD drawing, which software has saved the dwg (or has been used for some modifications)?
Almost all objects like dimensions, labels, section labels, bom-table, most of the geometry objects ... all they are anonymous blocks, I would say this drawing is in a state you can't normally work with AutoCAD. Either this dwg-file was created with a very different product or, if it was AutoCAD there was an application on top of AutoCAD that takes all ways to hide the data from normal modification tools (and so make the drawing unusable)
Also the rev-clouds are no AutoCAD revision clouds, they are made as anonymous blocks and on layer 0, so there is also not an option to select them automatically (without development). You need to select them manually and press <DEL>.
[EDIT] just have seen that the rev-clouds do have their "cloud-geom" on layer "Graphic object", freezing that layer hides them [/EDIT]
