How to edit layer state description?

How do you edit a layer state description?  Edit doesn't access the description.  I would rather not have to delete a layer state and recreate it.

Just two clicks on the description itself. Or to an empty cell if you have none.

Or am I missing something?

OK, double clicking worked the second time I tried it.  The first time today I tried double clicking, it applied the layer state to the drawing.  I believe applying it is what was happening when I posted the message.  Now that it works, at least part of the time, I watch to see what makes the difference.  Maybe I wasn't 100% in the description or something like that.

No double-click, just ONE CLICK (if this layer state is already selected),

or

TWO CLICK (first to select, the second to edit the description)

Applying works if you double-click the layer state name,
