How to draw a annotation line like this?

The attached picture is the problem I have, I just forget hot to draw a line with leader in both side with text. (the one with TJI 16" OC TYP)

Use DIMLINEAR and draw the dimension. Next, double-click on the number (the dim value) and over-write this value with the text that you want to display. In your case: TJI @ 16" O.C. TYP.

I just added a leader for my leader, but ur solution is also good.

Or, more simply, draw the dimension, but before giving it the dimension-line location, use its Text option and spell out what you want it to say instead of the measured distance.
